Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.
View all candidates in this raceDelegate Andrea Fletcher Harrison is a Democratic representative elected in November 2018 to serve District 24 of Prince George's County, which includes Fairmount Heights, Glenarden, Seat Pleasant, Capitol Heights, portions of Glendale, Lanham, Marlow Heights and Suitland. She was the first woman elected to represent District 5 on the County Council, occupying a seat once held by her late father, the Honorable James C. Fletcher Jr., and served on the Prince George's County Council from 2008 through 2018 after winning a special election in 2008. A lifelong resident of District 24 with over 15 years as a community activist prior to her elected service, she earned an Associate degree in Micro Computer Systems from Prince George's Community College and an undergraduate degree in Public Policy from Bowie State University. Currently serving on the House Economic Matters Committee and as Vice-Chair of the Bi-County committee of the Prince George's County Delegation, Delegate Harrison brings decades of experience, community commitment, and policy expertise to every issue she tackles in Annapolis.

I have proposed and/or sponsored nearly 800 pieces of legislation that have expanded the capacity of Prince George's County including several sector plans and sectional map amendments; development districts to include the Woodmore Towne Centers at Glenarden; increased minimum wage; and several tax credit programs which provided resources for senior housing developments.
In these uncertain times, we must do everything we can to protect access to affordable health care and prescription coverage. For too many citizens, affordable healthcare is a challenge-- whether they are employed, unemployed or underemployed.
Schools are the lifeline in any community, and our children certainly deserve the best.

Economic Development
Delegate Harrison has proposed and/or sponsored nearly 800 pieces of legislation expanding Prince George's County capacity including sector plans, sectional map amendments, development districts for Woodmore Towne Centers at Glenarden, increased minimum wage, and tax credit programs for senior housing developments. She aims to leverage State economic development resources in partnership with the County to increase development opportunities.

Healthcare
Delegate Harrison sponsored legislation supporting affordable prescription drugs, patient protection under the Affordable Care Act, healthy vending in public buildings, and mental health services in private schools. She was intimately involved in transitioning Dimensions Healthcare System to University of Maryland Medical System and building a new Regional Medical Center now titled University of Maryland Capital Region Health.

Education
From 2010-2018, Delegate Harrison increased the school system budget by more than $150 million. She emphasizes that while funding needs to increase, accountability for teachers, administrators, and school leadership is essential. She works in partnership with State leadership, County Government, and all school system employees to provide the best educational opportunities.
