House of Delegates Member · Legislative District 4 · Maryland · 2026 Primary
Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

Duck identifies as a grassroots activist who refuses corporate and developer donations to ensure government responsiveness to citizens. He also advocates for environmental protections, community-oriented policing, and ending local cooperation with ICE.

I am running to bring change to Frederick County and the State of Maryland. We need a government that is responsive to its citizens.
I support MEDICARE FOR ALL. If we cannot achieve that on the Federal level, Maryland should establish an equivalent program at the state-level — Maryland MEDICARE For All.
Stabilization is not Rent Control where no increases are allowed, but will limit rent increases to the level of inflation with exceptions for when there is a need for a large capital expense.
I have pledged not to accept corporate donations, so I will not take money from developers, but I will talk with them to find solutions.
Infrastructure needs to catch up to residential growth.
