A native of Anne Arundel County, he graduated from Arundel High School in 1979 and from South Carolina State College in 1983, where he was named a Distinguished Military Graduate through the U.S. Air Force ROTC program. After serving eight years on active duty in the Air Force as an intelligence officer, he earned his law degree from American University Washington College of Law. Covington began his legal career as an Assistant State’s Attorney in Prince George’s County, joined the Charles County State’s Attorney’s Office in 1997, returned in 2003 as Deputy State’s Attorney, and was first elected State’s Attorney in 2010.
