Morgan aims to restore leadership, professionalism, and transparency within the Cecil County Sheriff's Office during his first 100 days by conducting individual meetings with staff and reviewing operational deficiencies.

Recruitment and Staffing
He plans to fully staff patrol and corrections divisions within two years by implementing an aggressive recruitment strategy targeting experienced officers, military veterans, and qualified residents.

School Safety
