They are responsible for approving the state’s annual budget and have the unique power to confirm or reject the Governor’s appointments for judges and agency leaders. This office is critical because its decisions determine how state tax dollars are spent and which policies govern your local community.
View all candidates in this raceCarl Jackson is a longtime Baltimore County resident with deep family roots in the county he continues to call home. The oldest of five children, he learned responsibility at a young age while helping care for his siblings in a single-parent home and cared for his disabled grandmother during high school, which shaped his views on senior issues such as long-term care and program funding. He enrolled in the Academy of Finance program at Overlea High School and later earned a bachelor's degree in Business Administration from Strayer University and a master's degree in Business Management while working full time at the University of Maryland, Baltimore (UMB). His career at UMB included participation in an Emerging Leaders program and election to the UMB Staff Senate, where he worked with elected representatives to bring about change. In 2018, Carl ran for the Maryland House of Delegates for the 8th Legislative District, winning the primary but ultimately falling short by 570 votes for the General. Due to Delegate Eric Bromwell's retirement in 2019, Carl was appointed to the Maryland House of Delegates by Governor Larry Hogan and brings a strong leadership background, record of community activism, solid business knowledge, and a fresh approach to challenges.
