Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.
View all candidates in this raceCharlotte Crutchfield is an incumbent Delegate for Legislative District 19 in Maryland, elected to the House of Delegates in 2018 where she currently serves on the Judiciary Committee as Chair of the Family and Juvenile Law Subcommittee. She earned her Bachelor of Arts degree from Howard University and Juris Doctorate from Boston College Law School, formerly served as Assistant State's Attorney for Montgomery County, and now practices employment law while working as a trained mediator. A member of the Legislative Black Caucus of Maryland, Women Legislators of Maryland, Maryland Veterans Caucus, and Maryland Legislative Latino Caucus, she has been active in local politics including election to the Montgomery County Democratic Central Committee in 2010. Her community service includes roles with the National Council of Negro Women, Glenallan Elementary School PTA, Tivoli Homeowners Association, and Delta Sigma Theta Sorority. She is a widow, mother of two adult children, and resides in Silver Spring, MD.

Less than a week after four-term Del. Bonnie Cullison announced her retirement, Crutchfield along with Sen. Ben Kramer and Del. Vaughn Stewart formally filed for re-election as a coordinated team slate representing District 19. The three legislators had held off filing earlier while waiting to see if Cullison would decide to run again before deciding on their joint candidacy.
