County Council Members serve as the legislative branch of county government, passing local laws and approving the annual budget that funds public schools, roads, and emergency services. They set local tax rates and make final decisions on land use and zoning, which determines where new homes and businesses can be built. This office is responsible for prioritizing how your tax dollars are spent and managing the long-term growth and infrastructure of your community.

He graduated from Linganore High School in 2010, earned an Associate Degree in Communications from Frederick Community College in 2015, and worked as an intern team historian for the Frederick Keys from 2010 to 2016. Packan joined the Frederick County Republican Club at age 17 in 2008, ran for the Frederick County Board of Education in 2018 earning over 3,000 votes, and served as a legislative aide to Delegate Dan Cox during the 2019 session. He is running on values of faith, family, fiscal responsibility, transparency, and accountability, emphasizing that government should answer to citizens rather than special interests or bureaucratic insiders.

I am a lifelong Frederick County resident and the oldest of three children, raised with the values of faith, family, and a deep love for the United States of America. Born with Cerebral Palsy, I learned early what perseverance truly means. Doctors told me I would never walk—but through determination, hard work, and God's grace, I proved them wrong.
I am running for County Council because I am deeply concerned about the direction our country—and our county—has taken. Frederick County deserves leaders who will stand firmly for common sense, fiscal responsibility, and the values that built this community.
If elected, I will be an honest, straightforward voice for the citizens of Frederick County—not for the politically motivated interests of Winchester Hall.
I fully support our constitutional right to keep and bear arms. I will oppose any legislation that infringes upon this fundamental, God-given right.
