House of Delegates Member · Legislative District 33B · Maryland · 2026 Primary
Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.
View all candidates in this raceChuck Cook is a veteran, husband, and father running for Maryland House of Delegates in District 33B covering Anne Arundel County. He grew up in a single-income working class family and believes policy choices made by elected officials have shifted priorities toward big corporations over workers and small businesses. With over a decade of experience working with the General Assembly, Cook wants to represent working families from Davidsonville to Crofton, Crownsville to Herald Harbor across central Anne Arundel County. He stands for creating living wage jobs, supporting public education against school choice initiatives, addressing the housing crisis through greater protections and affordable development options, improving healthcare affordability under Maryland's all-payer system, and taking action on climate change with carbon-free energy investments.

I'm a Veteran, a Husband, and a Father. I'm running to be your next Delegate in District 33B - Anne Arundel County.
In the past 40 years, our policy makers made the wrong choice to side with big corporations and big money interests over small businesses, workers, and their families.
Anyone who puts in the immense time and energy building a business from scratch works harder than most people that you know. They are there, doing the day-to-day work, sometimes 7 days a week.
Teachers, paraprofessionals, and support staff in our public school are heroes. I'm proud to have come from a family of teachers, and will work hard in the General Assembly to make sure they have the resources they need.
We can win this race, and with your support, we will!

Wages & Economy
Cook prioritizes workers in every economic development decision, noting that business owners are also workers who deserve respect for building a stronger economy. He wants bills to answer: Does this benefit workers, small business owners, and their families?
“If we prioritize workers in every economic development decision that we make, everyone benefits. Business owners and workers, alike, benefit.”
Education
Cook supports defending public education against school choice initiatives funded by rich donors, wanting to ensure teachers have resources to produce the finest young minds in America.
“The opposition would rather take your tax money and give it to private schools in the name of 'school choice'. In reality there is no choice.”
Housing
Cook addresses the housing crisis where renters pay more than a third of income on rent, calling for greater protections for renters, down payment options, and subsidies for affordable housing development.
“The majority of renters are paying more than a third of their income in rent, and almost 50% of homeowners are paying 30% or more on the mortgage.”
Healthcare
Cook highlights Maryland's all-payer system as an opportunity to lower costs through group purchasing for prescription drugs and increasing staffing standards in healthcare facilities.
“From lowering the cost of prescription drugs through group purchasing, to increasing the standards of care through staffing level mandates and compensation.”
Environment
Cook addresses climate change impacts including flooding in Annapolis and Ellicott City, record heat waves, and hurricanes, calling for carbon-free energy investment and weatherization programs.
“Increased investment into carbon-free energy, greater mandates on energy efficiency, and programs to assist more people in weatherization for their homes will reduce our carbon output.”
“Teachers, paraprofessionals, and support staff in our public school are heroes. I'm proud to have come from a family of teachers.”
