For the last ten years, he has operated a mental health and addiction clinic that moved from Randallstown to Owings Mills, a business he started to address the opioid crisis. Shaffer describes his leadership philosophy as service and focuses his campaign on reducing dependency on large corporations for essential needs like food, energy, housing, and healthcare. He advocates for community-based economic solutions, such as buying groups and community power sources, to lower the cost of living. His platform emphasizes giving residents more options to gain control over their lives and financial stability.

I'm not running left or right. I'm running for the people who feel this every day.
We're dependent on corporations for everything we need to live. We can't push back without having real options. Because if we're dependent on them, things will never change.
I started that clinic because I understood leadership is service. And when people's needs are met, they have control over their lives again. That's real power.
I'm here to do something simple: Lower the prices for the things you need to live. Because when people can afford the things they need to live... you can walk out of a store or leave a job if they treat you poorly.

Cost of Living
Shaffer aims to lower the prices of essentials like groceries and energy by creating alternatives to corporate providers.
“Want lower grocery prices? We can form buying groups and cut out the middle man. Want cheaper BGE bills? We can build community power sources that give us an alterantive to BGE.”
Housing
He proposes organizing tenants and homeowners to prevent price increases.
“We can stop rent price and tax hikes by forming tenant and housing unions to push back together.”
Healthcare
Shaffer advocates for bypasssing insurance companies to connect patients directly with local providers.
“Want lower healthcare costs? We can cut out the insurance companies and connect you with providers in your area who actually care about you.”
Economic Independence
He is developing a 'County Connection Hub' to facilitate direct commerce between local buyers and sellers.
“The goal is simple: To connect local buyers and sellers so people have more options and control. Sellers get bulk orders and low overhead. Customers get better prices.”
