House of Delegates Member · Legislative District 28 · Maryland · 2026 Primary
Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

Davis, Esq., is a lifetime Marylander with deep roots in Charles and Prince George’s Counties, where her family has lived for four generations dating back to the late 1800s. She earned a Bachelor of Science degree in Criminology from the University of Maryland and a Juris Doctorate from the University of Baltimore’s School of Law before practicing law for over 30 years as a civil litigator. Davis was elected to the Charles County Board of Commissioners in 2010, serving eight years, and subsequently won election to the Maryland House of Delegates for District 28 in 2018. She currently serves on the House Environment and Transportation Committee and chairs the Public Safety and Criminal Justice Reform subcommittee of the Legislative Black Caucus of Maryland. Under her leadership, that committee shepherded sweeping police reform and cannabis legalization legislation through the legislature. Davis is a proud parent of two daughters and has received national recognition as a Bold Progressive Champion by the Progressive Change Campaign Committee.
