Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

Coley was appointed by Governor Wes Moore to serve in the Maryland House of Delegates representing District 24, a central county district stretching from Glenn Dale to Edmonston along the D.C. border. He is currently Special Assistant to the President for Government Relations at Bowie State University and serves as legislative liaison for local, state and federal government issues. Coley has over 20 years of experience in federal, state, and local government, including 13+ years conducting legislative research, policy analysis and community outreach. He previously worked in Prince George's County government since 2004, rising from Special Assistant to Chief of Staff under Council Member Obie Patterson. A lifelong resident of Prince George's County, he earned a Bachelor of Science in Biological Science from North Carolina State University in 1998 and a Master of Arts in International Environmental Policy from American University in 2003.

The Washington Informer reports that Coley was unanimously appointed to District 24 following a flurry of legislative appointments at the state and local level. He is described as a longtime member of the Prince George's County Democratic Central Committee who will join the Maryland General Assembly alongside other appointees including a Bowie State University lobbyist and retired fire chief.
