His campaign focuses on containing development to protect roads and schools, maintaining small government with low taxes, and implementing family-friendly policies that preserve open space and parks. He has been married for 12 years to a Marylander while raising two children in Churchville. Phillips expresses frustration with special interests and political scandals affecting current county council representation.
