View all candidates in this raceEmmanuel Digman is a retired federal employee and veteran living in Curtis Bay, Maryland who served as a member of the Baltimore City Republican Central Committee representing Councilmanic District 10 since May 2023. He earned a Bachelor of Science in Mechanical Engineering from University of Maryland Baltimore County in 1987 (the first BSME graduating class for UMBC), a second Bachelor of Science in Computer Science from University of Maryland Eastern Shore in 1998, and a Master of Science in Strategic Intelligence from National Defense Intelligence College in 2011. Digman worked at the NSA from 1990 to 2019 in various engineering and security roles before retiring. He was the Republican nominee for Maryland State Senate District 46 in 2022 and won the Republican primary for Baltimore City Council President on May 14, 2024. Digman describes himself as a political activist who has attended Maryland General Assembly sessions for over 20 years to protect civil and constitutional rights through oral and written testimony.

The Baltimore Sun published an April 11, 2024 voter guide article identifying Digman as a Republican candidate for Baltimore City Council president from Curtis Bay. The article notes he is 64 years old on election day and highlights his previous political experience as the 2022 State Senate District 46 candidate with twenty plus years of legislative testimony work.
