Born and raised locally, he attended Leonardtown schools before earning a double major in Political Science and History from Salisbury University with Summa Cum Laude honors, plus an MBA from The College of William and Mary. His career includes work with local defense contractors and supporting engineers at Webster Field in St. Inigoes. He won competitive races in both 2018 and 2022, representing District 1 for eight years total. Colvin actively participates in the Maryland Association of Counties, Tri-County Council, National Association of Counties IT Standing Committee as Vice-Chair, and serves as commissioner representative to the Southern Maryland Navy Alliance.
