Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

Moreno is a former nonprofit CEO and immigration attorney who has served more than a decade in frontline service representing immigrant unaccompanied children. He joined a national team responding to family separations under the first Trump administration in 2018 while working in Texas detention centers and children's camps. In January 2026, Governor Wes Moore appointed Moreno to fill a vacancy in the Maryland House of Delegates for District 13, and Speaker Joseline Peña-Melnyk swore him in on January 13, 2026. Previously, he served on state and county commissions including the Maryland Attorney General's Commission on Hate Crime Response and Prevention, the Governor's Commission on Hispanic and Latin American Community Affairs, and the Howard County Local Children's Board. He was the first Hispanic male to serve on the Howard County Democratic Central Committee and was twice selected as a delegate to the Democratic National Convention in 2020 and 2024. Moreno previously served as CEO of Luminus Network, leading the organization into financial and operational stability and growth before his appointment.

According to The Luminus Network, Moreno served as CEO for two and a half years leading the organization into financial and operational stability and growth while assembling a solid and committed staff team. Board of Directors chairman Reggie Hightower stated they have "utmost faith in the team Gabe assembled" and know Luminus is "in very good hands." The network congratulated Moreno on his appointment to the House of Delegates, with Hightower noting he will continue his work of advocating for the immigrant community.
