A biotech consultant and Annapolis resident, he previously ran multiple times for the Annapolis City Council Ward 6 alderman seat, most recently losing to Democrat Diesha Contee in the November 2025 general election. He has now stepped up to run for the county council seat, which is an open race as incumbent Democrat Lisa Rodvien is not seeking another term. District 6 covers the City of Annapolis and surrounding areas including Crownsville and part of Millersville, bounded by the Severn River, the South River, and the Chesapeake Bay. Prior to moving to Maryland, Gallagher served as both a Transportation & Infrastructure Commissioner and Planning Commissioner in Irvine, California, and served as President of the Irvine Conservancy, focused on preserving coastal open space. His campaign themes emphasize fiscal responsibility, reducing government bureaucracy, infrastructure improvements, and ensuring Ward 6 and Annapolis communities receive adequate county services. He is running against a competitive Democratic primary field that includes former Annapolis Mayor Gavin Buckley, among others.
