He earned a Bachelor of Science from Brooklyn College with majors in Math and Physics (1967), an M.S. in Applied Mathematics from Johns Hopkins University (1969), and an M.A.S. in Computer Management from George Washington University (1981). A mathematician and software engineer, he has served as a senior software consultant at LMI since 2001, working on major government systems including the Medicare Financial System redesign and CMS financial infrastructure. He also substitute teaches advanced math at Montgomery County Public Schools and Frederick County high schools. Gluck is an active member of Kol Shalom Congregation in Rockville, served as Social Action Chair focusing on environmental issues, and has worked as an election judge and chief election judge in Montgomery County elections since 1968.

At a Democratic forum held April 29, 2024 at Seneca Valley High School in Germantown, Gluck spoke among ten candidates for Maryland's 6th Congressional District. When asked about bipartisanship, he suggested that nonpartisanship ought to involve all people, not just those on either side of the political spectrum. He questioned how many voters did not care for either main party candidate in recent presidential elections and explained the benefit of having more choices rather than polarized parties.
