Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.
View all candidates in this raceGreg Wims is a Maryland House of Delegates member representing District 39, including Germantown, Montgomery Village, Washington Grove, Clarksburg, and parts of unincorporated Gaithersburg. He was appointed by Governor Wes Moore to the General Assembly on May 2, 2023, after being recommended by the Montgomery County Democratic Central Committee. A sixth-generation District 39 resident who grew up in the historically Black community of Stewartown, Greg brings over 50 years of public service experience spanning education, government, U.S. Congress, and non-profit organizations. His working-class family background—raised in a home with no plumbing or electricity by parents who were a domestic worker and laborer—shapes his values rooted in equity and economic opportunity for all. He founded the Victims' Rights Foundation in 1996 and has served on over 40 non-profit boards, including roles at Montgomery College Foundation Board, Chesapeake Bay Alliance, and Black Rock Center of the Arts.

Education
Greg focuses on making education accessible to multilingual students and increasing funds for schools with better teacher support. He supports career and technical education programs as an alternative to four-year colleges.

Most recently, Greg's bill HB 325/SB 451 was signed into law - which provides students the opportunity to take the GED exam in Spanish and require the State of Maryland conduct a study on offering the GED in other languages.”
Economic Development
Greg believes economic prosperity should be within reach for every Marylander. He filed a bill to help raise the minimum living wage for education support professionals to $25.00.

Affordable Housing
Greg works with seniors on fixed incomes who became homeless due to high rent costs. He will collaborate with stakeholders to develop innovative solutions that make housing more affordable through incentivizing the construction of affordable housing units.

Public Safety
Greg advocates for reducing reckless and aggressive driving through the Sergeant Patrick Kepp Act. He continues his commitment to providing resources to victims of violent crime including legal assistance, counseling, well-being, and mental services.

Victims' Rights
Greg founded the Victims Rights Foundation (VRC) in 1996, which was instrumental in forming and supporting the Sniper Victims's Fund. VRC has raised over $1,000,000 for victims of violent crimes.
