Born in 1989 and graduated from the University of Pennsylvania in 2010, he worked at the Maryland Center in Shanghai helping exporters reach new markets before joining his first volunteer fire department in 2013. A small business owner and grant writer/consultant for fire departments across the country since 2016, he has also supported first responders in Ukraine by helping ship surplus equipment and vehicles since 2022. His campaign focuses on basic issues affecting working families including healthcare, housing, transportation, energy, and revitalizing Congress as an institution.

External sources describe Harry Jarin as one of five Democrats who lined up to face Steny Hoyer in the May primary after Hoyer announced his retirement. He made national media by making Hoyer's age a campaign focus, stating 'Marylanders don't even realize he's still in office' and that younger voters don't recognize his name. The Downballot notes he launched his campaign last year rather than waiting to see whether Hoyer would retire, and is five decades younger than the retiring representative.
