County Council Members serve as the legislative branch of county government, passing local laws and approving the annual budget that funds public schools, roads, and emergency services. They set local tax rates and make final decisions on land use and zoning, which determines where new homes and businesses can be built. This office is responsible for prioritizing how your tax dollars are spent and managing the long-term growth and infrastructure of your community.

Urbach is a lifelong Baltimore County resident and Dundalk native who was named 2024 Dundalk Citizen of the Year for his volunteer contributions to improving greater Dundalk. He currently serves on the Board of Trustees of Community College of Baltimore County (CCBC) and sits on the Baltimore County Republican Central Committee. A professional project manager with over 25 years of experience at organizations including CareFirst, CMS, McCormick & Company, Laureate Education, and Lucent Technologies, Urbach holds a B.A. from Drew University and an MBA from Johns Hopkins University. He is married to Michele, they have two children, and the family are active parishioners of Our Lady of Hope Catholic Church. Urbach announced his candidacy for Baltimore County Council in District 9 on December 16, 2025, representing Dundalk, Rosedale, and the North Point Peninsula.
