A retired postmaster with a 37-year career with the U.S. Postal Service, he served as postmaster of the Mount Airy and Walkersville post offices before retiring in 2021. At age 62, Felton says he was inspired to seek office by the civic-mindedness of his father Carl Felton, a D-Day veteran who ran unsuccessfully for Frederick County commissioner after WWII. His five-part platform is based on American values that came to him through his father and focuses on fiscal responsibility and community direction.

Felton switched from District 2 to run at large after withdrawing his candidacy, telling The Frederick News-Post it was a tough decision due to his close connections to that community. He explained he wanted more authority over the entire county and to be able to vote on behalf of all five districts while also providing a Republican challenger in the at-large race. As of February 2026, Felton is the only Republican remaining in the race for the county's two at-large council seats.
