Her journey into public advocacy began through lived experience as a mother of twins, including a child with cerebral palsy and an Individualized Education Program (IEP), which fueled her passion for disability justice, inclusive education, and accessible public systems. She has served as Chair of the Frederick County Special Education Citizens Advisory Committee since 2023, Board Member of the Value Stream Management Consortium from 2024-2025, and is an alum of Emerge Maryland's training program for Democratic women leaders. Shopland believes government works best when it listens deeply, acts equitably, and empowers every voice, with a leadership style that is collaborative, solutions-focused, and centered on service rather than ego.
