He graduated from DeMatha High School with Cum Laude honors, attended Eckerd College where he double majored in Linguistics and Classics, earned his JD and MBA from St. Thomas University School of Law, and completed a Masters of Law at Georgetown University Law Center with a focus on Tax Law. Fowler previously ran for delegate in District 27C in 2018, losing to Mark Fisher, later filed for State Senate but withdrew before appearing on the ballot, and is now formally challenging Kevin Harris following Michael Jackson's departure from the Maryland State Police. He operates Fowler & Fowler Law with his wife Tamara, has three children (Zoey, Zachary, and Zara), and is active in numerous community organizations including CASA, Calvert Soccer Association, Friends of the Library of Calvert County, Family Law Clinic at the Calvert County Courthouse, NAACP, Farmers' Market in North Beach, Center for Children Southern Maryland, Scouting America, and Community Mediation Center.
