In March 2019, the Maryland General Assembly's Joint Committee on Legislative Ethics delivered a 16-page report recommending Del. Jay Jalisi be reprimanded for an 'ongoing pattern of bullying and abusive workplace behavior.' The panel found conduct that was 'intimidating, degrading, disrespectful, and belligerent,' including forcing staff to work overtime without signing time cards and not allowing an employee to go home on a snow day when state employees received liberal leave. Jalisi responded that he had been made a target of what he called a 'nasty smear campaign and a sham investigation by a powerful lobby in Annapolis' and requested multiple opportunities to be heard.
