External observers describe Handley as a seasoned Annapolis insider with a strong résumé who is respected but nearly invisible in the campaign. Democratic activists note his operation has felt quiet since launch—more moribund than hungry—and that he is perceived as an Eastern Shore transplant whose base of strength sits closer to Annpolis than Columbia. Some observers mention Handley asks favors and makes promises that are not kept, while others focus on family connections rather than policy message.
