Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

Cardin represents Baltimore County in the Maryland General Assembly as a House of Delegates Member, continuing a family legacy of public service that includes his uncle Senator Ben Cardin, great uncle Delegate Maurice Cardin, and grandfather Judge Meyer Cardin. He earned a Juris Doctor with Honors from University of Maryland School of Law in 2001, along with Master's degrees in Policy Sciences and Judaic Studies from the University of Maryland system, plus a Bachelor's degree in International Relations from Tufts University. His legislative career spans three terms (2003-2014) and returned to the House in 2019, where he serves on the Judiciary Committee and chairs the Civil Law and Procedure Subcommittee. Cardin focuses his work on civil liberties, public safety, environment protection, education reform, voting rights, and protecting vulnerable communities including women, children, minorities, and youth.

Civil Liberties & Voting Rights
Cardin serves as Chair of the Civil Law and Procedure Subcommittee and was former Chairman of the Election Law subcommittee from 2007 to 2014. He is described as one of Maryland's most effective legislators on campaign finance reform, voter protection, same day voter registration, increased transparency for super-PACs, public financing of campaigns, and defeating voter suppression laws.

Public Safety
Cardin supports common-sense gun reform including the Governor's Firearms Safety Act of 2013, Maryland assault weapons ban, and 2023 legislation tightening handgun purchase restrictions. He is a supporter of Megan's Law for sex offender penalties and the Maryland Gang Prosecution Act of 2007.

Youth Protection
Cardin authored the Nation's first prohibition against cyber bullying and sponsored Maryland's first criminalization of revenge porn. He also codified a Good Samaritan law that saved lives during the opioid epidemic.

Education
Cardin focused his legislative agenda on education reform during his time as a member of the Ways and Means committee.
