Before elected office, he spent 15 years in state and local policy and nonprofit leadership positions including executive director of Forever Maryland. On the County Council, Hastings has worked to strengthen schools, improve parks, protect the environment, and support first responders while establishing himself as a productive legislator credited with converting Pirate's Wharf into a public park and securing $200 million in county budget commitments for Salisbury firefighters.

According to external coverage, Wicomico County Councilman Josh Hastings launched his campaign for District 38B in September 2025 before a crowd at Burnish Brewing Company as a Democrat running against GOP incumbent Del. Barry Glassman. The race is expected to be one of the most competitive in the state for 2026, with the district showing a +7 advantage for Democrats and considered a top pickup opportunity for House Democrats.
