Harris is a Maryland State Senator representing District 27 (Charles, Calvert, and Prince George's counties), appointed in November 2025 and sworn in December 9, 2025. Originally from Newark, New Jersey, he has lived in the district for over a decade after his military career brought him to Maryland. Harris served ten years in the United States Navy, deploying to Iraq and Afghanistan where he earned multiple service medals including the Global War on Terrorism Service Medal and Expeditionary Medal. After leaving the military, he worked at the White House Communication Agency for five years, earning the 2007 All Star Award as one of the top ten percent performers in the agency. He holds a Bachelor of Arts from Washington Bible College and a Master of Science in Leadership with a focus on Leader Development from Walden University. Harris has served as Vice-Chair of the House Appropriations Education and Economic Development Subcommittee and Chair of the Joint Committee on Children, Youth, and Families during his time in the Maryland House of Delegates since January 2023.

Governor Wes Moore announced Harris's appointment to fill the District 27 Senate seat on December 5, 2025, describing him as "a decorated veteran and dedicated public servant who has represented Charles and Prince George's counties with distinction." The Washington Informer reported that Harris secured support from Democratic Central Committees in Prince George's, Charles, and Calvert Counties after the previous senator, Michael A. Jackson, vacated to lead the Maryland State Police. Harris received 16 votes before the Prince George's committee while his competitor Jeffrie Long Jr. received 10 votes.
