State Senator · Legislative District 21 · Maryland · 2026 Primary
Maryland State Senators represent their local districts in the General Assembly, where they propose and vote on laws covering issues like education, transportation, and public safety. They are responsible for approving the state’s annual budget and have the unique power to confirm or reject the Governor’s appointments for judges and agency leaders. This office is critical because its decisions determine how state tax dollars are spent and which policies govern your local community.

"For the Citizens, For a Change"
"I believe that citizens in LD21 need a change in their representation in the Maryland General Assembly, away from the present direction of ever-increasing taxes and unaccountable, wasteful spending that doesn't serve the well-being of all."
"My campaign offers a change from this misguided direction to one that favors cost-effective free market solutions, that offers opportunity for developing your life and business on your own terms, rather than under the constant fear and interference of a dysfunction, unaccountable government."

Free Market Solutions
Havis argues that a job in the free market economy is the best social program, and reducing taxes and lifting restrictions on entry-level employment enables progress for economically disadvantaged citizens.
“"A job in the free market economy is the best social program. The state can therefore best address the needs of the economically disadvantaged by support for job growth and opportunities for employment in the free market economy."”
Lower Taxes
He contends that high Maryland taxes discourage a robust economy, home ownership, and job growth while promoting waste and unaccountability in government spending.

Election Integrity
He calls for fair and honest elections with no outside private funding, an end to unsupervised drop boxes and mail-in ballots, voter roll purges of inactive voters, and voter ID requirements.
“"Fair and honest elections must be assured to eradicate all potential for voter fraud. For this, there must no outside private funding and an end to unsupervised drop boxes and mail-in ballots."”
Sensible Development
Havis states that transportation and infrastructure must respect unique natural resources centered on the Chesapeake Bay, with commercial development balancing these interests for long-term benefit.
“"Transportation and other infrastructure must assure sensible development that respects the unique natural resources and environment that centers on our Chesapeake Bay"”
No to Speed Cameras
He opposes speed cameras, arguing they are not about traffic safety but rather a revenue-generating scheme that irritates drivers.

Accountable Government
Havis argues political leaders should be accountable to citizens rather than making citizens accountable to them through special interest laws and regulations.
“"For too long, political leaders in the General Assembly have made citizens accountable to them for benefit and relief from oppressive government… Elected leaders should instead be accountable to all the citizens alike"”
According to Beltsville News Today, Lee Havis introduced his State Senate campaign on June 1, 2022 by meeting with members of the Beltsville Lions Club. The article describes him as a "life-long innovator in the field of scientific education" who is especially appalled by what he calls the destructive political nature of public education in Maryland.
