View all candidates in this raceDelegate Lily Qi has served in the Maryland General Assembly since 2019, representing District 15 in the House of Delegates. She previously worked nearly a decade in the county executive’s office before her election and currently serves as Chair of the Business Regulation Subcommittee and House Chair of the Joint Federal Relations Committee. Describing herself as a champion for Maryland businesses, working families, and marginalized communities, she secured millions in state matching grants for clean energy, manufacturing, and innovation industries while removing barriers to doing business in Maryland. She also sponsored legislation that led to Maryland’s Paid Family and Medical Leave Insurance (FAMLI) program, better cyber standards for public utilities, and stronger data privacy for genetic testing. Additionally, she brought significant state funding for a historic Black church’s restoration and pushed to make Maryland’s primary elections more inclusive of our diverse communities. Recently, she clarified her plans regarding potential moves back to Rockville, stating she intends to return to Annapolis for a third term rather than run for County Council.

Bethesda Magazine reports that Delegate Lily Qi is being urged by some to consider running for County Council in Rockville due to her background working on economic development issues for then-County Executive Ike Leggett. However, she stated in an interview that at this point she is not contemplating running for County Council and plans to return to Annapolis by winning re-election to a third term in the House of Delegates. She expressed bemusement about the chatter but acknowledged people naturally made the connection because she is the only member of the Maryland Legislature from Montgomery County who used to work for the county as a senior official.
