This office is responsible for maintaining permanent records of wills and probate documents while also collecting inheritance taxes on behalf of the state. By managing these sensitive transitions, the official ensures the orderly and transparent transfer of property within the community.
View all candidates in this raceMargaret H. Phipps is the current Register of Wills for Calvert County and is seeking re-election in 2026. A Democrat and resident of Owings, Phipps began her career in the Register of Wills office in 1970 as a typist, was appointed to fill the unexpired term of the Register in September 1977, and was first elected to the position in November 1978, making her the 24th Register to serve Calvert County. She has pursued advanced coursework in probate law, accounting, and office management, and holds specialized training in IT and imaging technology from Prince George's Community College. A past President of the Maryland Register of Wills Association, she has served as Chairperson of the Maryland Register of Wills Automation Committee since 1992, helping to develop one of the most advanced computer systems in any state office. She also serves on the Calvert County Commission on Aging, a role she has held since 1978, and is active in her church and civic organizations.
Margaret has the experience, legal knowledge, technical expertise, and leadership ability to serve the citizens of Calvert County.
