A graduate of Westminster High School, she earned a B.S. in Education from Frostburg State College and a Master's degree in Administration from Western Maryland College, and taught physical education in Carroll County Public Schools for over 41 years before retiring in 2015. She is also the owner of Country Hill Horse Farm, a small business in Carroll County. Herbert was first elected to the Board of Education in 2016 and re-elected in 2020, serving two consecutive terms through 2024, during which time she served as both Vice President and President of the Board. Board members are limited to two consecutive terms but may seek a non-consecutive run, which Herbert is now doing for 2026.
