In January 2026, Holmes voted as part of the House Rules and Executive Nominations Committee to advance a redistricting map drawn by the 2025 Governor’s Redistricting Advisory Commission. Commentary in the Maryland Reporter noted that while some Democratic delegates had previously promised to support independent redistricting, Holmes provided no response to the League of Women Voters' inquiry on the subject in 2018.
