A father of four, Foster founded a youth football and cheer league on the Eastern Shore, an experience that inspired him to pursue public office. Though he acknowledges a lack of prior political experience, his platform centers on the youth of Talbot County, with priorities that include keeping education engaging, expanding affordable housing, and promoting transparency in local government. He is one of four Democrats who filed for the at-large council seats, joining incumbent Pete Lesher and fellow challengers Michael Bibb and Brian Naranjo. After the June 23 primaries narrow the Republican field to five candidates, the top five vote-getters across both parties will advance to the November 3, 2026 general election.
