Born in Baltimore and raised on her family's farm in Havre de Grace where she continues to live with her husband Brian, James attended Havre de Grace High School, the University of Maryland College Park, and the University of Maryland School of Law. After clerking for a federal judge and practicing with several prominent Baltimore law firms, she established her own law practice in Harford County. She served as a Maryland Delegate representing District 34A for sixteen years beginning in 1999, and was first elected to the State Senate in 2022 in the closest Senate race in Maryland that year, defeating Republican Christian Miele by just 591 votes. She currently serves on the Senate Judicial Proceedings Committee and is a board member and treasurer of the Community Foundation of Harford County. Her platform focuses on bringing Annapolis dollars back to Harford County, improving infrastructure, funding schools, supporting farms, and creating good-paying jobs for working families.
