County Commissioner · District 5 · Carroll County · 2026 Primary
County Commissioners act as both the lawmaking body and the executive branch for their county, meaning they pass local ordinances and oversee all county departments. They are responsible for setting property tax rates and adopting the annual budget, which determines funding levels for essential services like public schools, road maintenance, and emergency responders. Their decisions on land use and zoning also directly influence how your community grows and what types of businesses or housing can be built.
View all candidates in this raceMegan Foelber is a candidate for County Commissioner in Carroll County's District 5. Originally from Wisconsin where she grew up on a multi-generation family farm, she moved to Maryland to teach geography and American government before beginning a 17-year career with the Food and Drug Administration. At the FDA, she worked as a certified Project Management Professional developing operational programs and policies until receiving a Reduction in Force notice in April 2025. Locally, she served as the Associate Director of the Carroll County Diaper Bank and is motivated to run by concerns over school budget shortfalls and cuts to critical public programs. Her campaign focuses on ensuring the county is a place where residents can "learn, live, and thrive" while resisting the rollback of essential services.

Carroll County should be a place where all are able to learn, live, and thrive.
I am not content with a government that seeks to only maintain the status quo, or worse, roll back critical support and programs for its citizens.
The challenges we face, including rising costs, school budget shortfalls, cuts to critical programs, and divisive politics, requires strong, compassionate leadership.
As we have seen in the last several years, change can come quickly and be destructive, but that doesn’t mean that we don’t continue to strive for better futures.
