He holds a Masters of Public Policy from the University of Maryland School of Public Affairs and served in the US Army Reserve and US Coast Guard, later working as an operations and intelligence officer. His background includes service on the Carroll County Planning and Zoning Commission (2004-2008), where he helped implement adequacy standards to manage growth and prepare comprehensive plans, zoning ordinances, and subdivision regulations.
