House of Delegates Member · Legislative District 10 · Maryland · 2026 Primary
Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

Brown, Sr. is a Maryland native who joined the United States Marines in 1973 and served in a special unit called Ready Marine during the Vietnam War from 1973 to 1975. He earned an associate degree in law enforcement and industrial security from Arundel County Community College in 1979, followed by a BS in criminal justice from the University of Baltimore in 1982 and a master's degree in Criminal Control, Delinquency, and Prevention from Coppin State University in 1995. His career includes serving as a correctional officer (1980-1985), probation and parole agent (1985-1996), Child Protective Services Investigator for Anne Arundel County (1996-2000), and Department of Juvenile Service Education staff member until retirement in 2013. He has taught criminal justice at Morgan State University and Anne Arundel County Community College, served as a volunteer Constituent Director for Senator C Anthony Muse since 1994, and is currently a long-term substitute teacher in Baltimore County Schools.
