Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.
View all candidates in this raceMike Rogers is an incumbent Democratic member of the Maryland House of Delegates representing District 32 in Anne Arundel County, seeking re-election in 2026. Born in Detroit on February 20, 1964, he served 29 years in the U.S. Army Medical Service Corps, retiring in 2015 at the rank of Colonel. His military career included deployments to 32 countries across four continents, including combat deployments in Somalia, Saudi Arabia, Kuwait, Iraq, and Afghanistan, and his service awards include the Bronze Star, Legion of Merit with Oak Leaf Cluster, and Defense Superior Service Medal. First elected to the House of Delegates in 2018, he serves on the Economic Matters Committee, where he chairs the Business Regulation Subcommittee, and co-chairs the Veterans Caucus. He became the first Black man elected as chair of the Anne Arundel County Delegation in 2021. During his tenure he has worked on consumer protections, tax relief for seniors and veterans, emergency unemployment insurance for frontline workers during the pandemic, and emergency legislation supporting workers impacted by the Francis Scott Key Bridge collapse. He is also a small business owner and served as PTSA President at Fort Meade High School. He unsuccessfully ran for Maryland's 3rd Congressional District seat in 2024, losing in the Democratic primary to Sarah Elfreth. District 32 encompasses part of north Anne Arundel County, including Glen Burnie and Fort Meade. He is facing a competitive four-person Democratic primary in June 2026.
