Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

Scott Phillips is an incumbent Democratic member of the Maryland House of Delegates representing District 10 in Baltimore County, seeking re-election to a second term in 2026. A Randallstown resident, he is an attorney and management consultant who earned a Bachelor of Science in accounting from Virginia Union University in 1983 — graduating as class valedictorian — and a Juris Doctor from the University of Maryland School of Law in 1989. He went on to work as a minority business program manager at IBM, eventually becoming director of its federal small business program, and later served as Director of the Minority Business Development Agency Business Center in Baltimore. He also served as chairman of the Baltimore County Planning Board, appointed in 2012 by County Executive Kevin Kamenetz. First elected to the House of Delegates in 2022, he serves on the House Judiciary Committee, where he chairs both the Criminal Subcommittee and the Civil Subcommittee. In January 2026, he was elected Chair of the Legislative Black Caucus of Maryland and also serves as a trustee of Virginia Union University. His legislative priorities center on economic development, justice reform, public safety, and equity. He is running alongside fellow incumbent Jennifer White Holland in 2026, as District 10's other longtime incumbent, Speaker Adrienne A. Jones, is retiring. District 10 encompasses east Baltimore County, including Randallstown and Reisterstown.
