Grammer, Jr. is an Essex resident and current member of the Maryland House of Delegates representing District 6 in southeast Baltimore County, seeking re-election in 2026. Born in Essex on June 19, 1980, he graduated from Eastern Technical High School and earned an Associate of Arts degree in computer science from the Community College of Baltimore County. First elected to the House of Delegates in 2014, he has served since January 2015 and currently sits on the Environment and Transportation Committee. During his tenure he has been a vocal advocate for criminal justice reform, introducing legislation to ban no-knock warrants, arrest quotas, and the use of unmanned aerial vehicles in law enforcement, and previously exposing a ticket quota system within the Maryland State Police. He is running in the June 23, 2026 Republican primary alongside incumbents Bob Long and Ric Metzgar, as well as challengers Bobby Berger and Henry Ciezkowski, with the top three vote-getters advancing to face Democratic challengers in the November 3, 2026 general election.

According to AFRO American Newspapers, Maryland House of Delegates passed House Bill 552 on March 20 by a 129–1 margin to create a commission investigating the history and operations of the Cheltenham Youth Detention Center. State Delegate Robin L. Grammer Jr. was recorded as the sole 'no' vote on this measure, which would examine the facility formerly known as House of Reformation and Instruction for Colored Children in Prince George's County. The AFRO attempted to reach Grammer and his office multiple times for comment but did not receive a response.
