This office is responsible for prioritizing how your tax dollars are spent and managing the long-term growth and infrastructure of your community.

A Marine Corps veteran and retired firefighter, English has lived in the District B area of Harford County for over 40 years. He was appointed to fill the District B seat in 2025 following the removal of Aaron Penman from the council in February of that year, winning the appointment over two other candidates. Since taking office, English has prioritized infrastructure improvements, particularly addressing the county's road network which he believes is not equipped to handle current traffic demands. He has pledged to work collaboratively with all members of the county council to address the challenges facing Harford County.
