Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

He was selected by Montgomery County's Democratic Central Committee to fill the vacant seat left by Kumar P. Barve, who joined Governor Wes Moore's administration as a member of the Maryland Public Service Commission. Spiegel will serve the remainder of Barve's term through November 2026. During his career, he served on the Gaithersburg City Council for 16 years where he led initiatives in smart economic development, housing, public safety, and the environment. As a State Delegate, he serves on the House Appropriations Committee overseeing the state budget with focus on transportation, education, healthcare, and climate action. He is also an attorney working to ensure small disadvantaged businesses have fair access to procurement opportunities and to protect civil rights of litigants in court.

Gaithersburg city councilmember Ryan Spiegel was selected by Montgomery County's Democratic Central Committee to fill a vacant seat in District 17 of the Maryland General Assembly House of Delegates. This appointment makes him the fifth legislator in the Montgomery County delegation to be appointed by the committee this year alone, a process some legislators and observers have criticized as undemocratic. Spiegel will serve the rest of Kumar P. Barve's term, ending in November 2026.
