View all candidates in this raceScott M. Collier is a Republican candidate running for U.S. Representative in Maryland's 7th Congressional District in 2026, marking his fourth consecutive run for the seat. Born in Baltimore on September 22, 1963, he grew up in Dundalk and graduated from Dundalk High School in 1981. His professional background includes work as a structural steel painter, a home improvement specialist, and a media entrepreneur through DundalkTV, a community video platform he founded to interview local residents and showcase community issues and candidates. He is also the founder of the Global Brain Injury Association and has been a community and disability advocate since 2012, testifying numerous times before the Maryland General Assembly on special needs and mental health issues. He has run for various offices since 2014, including independent bids for Maryland State Senate District 6 in 2014 and 2018, a Republican run for Congressional District 2 in 2020, and Republican bids for District 7 in 2022 and 2024, both of which he lost to Democratic incumbent Kweisi Mfume. He prides himself on never accepting campaign donations, running a self-described grassroots "We the People Rule America" campaign, and describes himself as a frustrated American seeking positive change rather than a career politician. His platform priorities include reducing crime, improving educational proficiency in Baltimore City, addressing the drug crisis, supporting law enforcement, ending food deserts, advocating for states' rights on abortion, and an America-first approach to foreign policy that avoids foreign conflicts and prioritizes border security. He is running unopposed in the Republican primary and will face the winner of a competitive five-person Democratic primary in the November 3, 2026 general election. District 7 covers much of Baltimore City and parts of Baltimore County, with a Cook Partisan Voter Index of D+31, making it one of the most heavily Democratic districts in the country.

I am not a politician--I am an extremely frustrated American who wants to be an agent of positive change for our district and the American people! I have never taken a dime from anyone for any of my campaigns and never will.
I want to work with the citizens of District 7 to turn the tide on crime, gangs, educational issues and the out of control drug problems that have greatly diminished the standard of living in many of our communities for far too long.
After watching the 2020 election results, do you seriously expect me to believe the Manufactured Media and Democratic Communist Jackass Party of America’s insane narratives? Get real!
I will never rubber stamp legislation like so many of the spineless backstabbing cowards have done for the machine that wantonly preserves the status quo mentality.

Public Safety and Crime
Aims to combat gang violence and drug problems while supporting law enforcement and providing more resources to local prosecutors.

Opposes additional military aid for Ukraine and warns against entering into global conflicts that deplete domestic weapon stockpiles.

Abortion and Life
Believes that life begins at conception and that abortion regulation should be handled at the state level.
“I believe that the Supreme Court made the correct decision [on Dobbs], because this is a state’s rights issue. I believe that life starts at conception.”

“Why would anyone want to listen to Senator Chris Van Hollen when the children of Baltimore City can’t read, write and aren’t proficient in math?”
