Born in Baltimore in October 1971, he earned an A.A. from Baltimore City Community College and a B.A. at Coppin State University before working as Deputy Director of Baltimore Main Streets and later as an MBE/SBR/VSBE Liaison for the Maryland Department of General Services. He is an active member of the Legislative Black Caucus of Maryland and the Maryland Veterans Caucus, holding leadership roles with organizations like the West Arlington Community Association and Baltimore Clean Streets. His commitment to civic engagement has earned him accolades including the BmoreArt Transformer Award (2024), the Black History Hero Award (2024), and the Governor's Service Award (2016). A devoted husband and father of three, Delegate Stinnett vows to be a champion for policies that uplift and empower the people of Maryland.
