Her campaign emphasizes strong schools, safe neighborhoods, inclusivity, real opportunity, equality, and unity for all District 2 residents from established neighborhoods to growing communities.

According to The Frederick News-Post, Shelly J. Beaird-Francois is one of two Democratic candidates filed for the District 2 County Council seat in the June 23, 2026 primary election. Jamie Shopland is the other Democratic candidate in that district, while incumbent Republican Steve McKay has announced he is not running for re-election. Jack Felton, a first-time Republican candidate, withdrew from District 2 and switched to run at-large instead.
