Hubbard is a lifelong Dorchester County resident and current President of the Dorchester County Board of Education representing District 4, seeking re-election in 2026 unopposed. A graduate of South Dorchester High School in 1973, she holds a Bachelor's degree in English with a minor in teaching from Washington College and a Master's degree in Education from Salisbury University. She spent 39 years as an educator in Dorchester County Public Schools, beginning as a secondary English and reading teacher at Cambridge-South Dorchester High School before earning certification in Educational Leadership from Wilmington University and serving as Assistant Principal at North Dorchester Middle School until her retirement. She was first elected to the District 4 Board of Education seat in 2022 and was elected Board President in July 2024. She also serves on the Board of Concerned Citizens of Northern Dorchester.
