House of Delegates Member · Legislative District 9A · Maryland · 2026 Primary
Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.

I'm running because I love this state and everyone in it.
Maryland is not far behind [NYC's slide]... I'm running for the future.
The two party system is broken. Primary elections result in the furthest left candidates representing democrats, and thus, an ultra-liberal body of legislators is making laws in the state house.
I'm ready to hold feet to the fire in Annapolis.

Energy / Affordability
Rhoda proposes making Maryland a net energy exporter using gas as a bridge to nuclear power, building a 10GW gas fired plant at Brandon Shores, and charging data centers into the Strategic Energy Investment Fund.
“Make maryland a net energy exporter by using gas as a bridge to a 100% clean nuclear future. Maryland will partner will energy producers to build a 10GW gas fired power plant at Brandon Shores.”
Education / Budget
He argues the school system is failing and the Blueprint represents irresponsible spending, advocating for phonics-based reading, STEM/Vocational programs, and teaching civics with real history.
“The school system is failing, while we pour good money after bad. The blueprint is a microcosm of irresponsible government spending and misguided idealism. Teach civics and our real history, not woke idealogy.”
Housing / Agriculture
Rhoda wants to protect farmland from solar farms and power lines while building housing where it belongs, specifically revitalizing Baltimore and smaller cities like Frederick.
“Protect our Farms... We need to focus on building more housing where it belongs. Revitalization of Baltimore. Restore our great city back to its grandeur.”
Fiscal Policy / Affordability
He states Maryland has become the least affordable state and advocates stopping taxes that give money to special interest groups while removing the state income tax.
“Stop taxing Marylanders, taking our hard earned money and giving it to special interest groups that cater to liberal ideals and a national agenda. Maryland has become the least affordable state in the nation.”
The Baltimore Banner reports that Howard County politics are about to get an injection of new blood with few incumbents running for top offices in the June 23 primary election. It highlights a consequential race where voters could elect the first female county executive in 40 years and see significant shifts in local government leadership within the region Rhoda is campaigning in.
