Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.
View all candidates in this raceSteven Thomas is a lifelong resident of Ferndale in District 32, Maryland, who has served over 30 years in public safety before retiring as a Lieutenant from the Anne Arundel County Police Department. He graduated from UMBC with bachelor's degrees in political science and sociology, earned a master's degree in legal & ethical studies from the University of Baltimore, and began his career as a Deputy Sheriff in the Baltimore City Sheriff's Office. Throughout his career he worked throughout Anne Arundel County while rising through the ranks to Lieutenant, remaining involved in community activities such as coaching youth sports teams. He served as campaign coordinator for Ted Sophocleus' campaigns (County Executive and House of Delegates) where Ted represented District 32 for 22 years. Thomas is an active member of NAMI-Maryland's Board, faculty with ICISF, adult & youth mental health first aid instructor named a top 100 instructor in 2018, and North County High School 2019 Wall of Fame inductee for community contributions.

The Banner reports that Lt. Steven Thomas was reassigned from leading the Anne Arundel County Police Department's Crisis Intervention Team to mall security after being disciplined for giving officers discretion not to handcuff people with mental illness or addiction. Melissa Owens, a teacher with bipolar disorder who credits Thomas' unit with saving her life during crises, said his reassignment raises questions about why an entire program exists if its tools can't be used. The department's newly strict adherence to policies requiring officers to handcuff and arrest people with warrants has altered crisis response protocols, sending two mental health clinicians instead of a specially trained police officer when legal troubles exist.
