Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. This office is vital because delegates shape the statewide policies and spending priorities that directly influence the daily lives of all residents.
View all candidates in this raceTiffany Welch is a proud West Baltimore native and lifelong resident of the Matthew Henson neighborhood who is running for Maryland House of Delegates in the 40th Legislative District. She comes from a legacy of public service, with her grandmother Agnes Welch serving on the Baltimore City Council for nearly three decades and her father William "Pete" Welch fighting for firehouse protections and urban farming incentives. A graduate of The Bryn Mawr School for Girls, University of Michigan (Sociology), and University of Maryland School of Social Work, she earned a master's degree in Management and Community Organization. Her career includes work at St. Bernardine's Head Start, launching the #SaveADopeBoy workforce development movement, creating Fresh at the Avenue food hub, and co-founding MRI Studios to train Baltimore youth in tech careers. She was a former Democratic State Central Committee member for the 40th District (2014-2018) and currently serves as Community Coordinator for the Matthew Henson Neighborhood Association with board positions at Market Center Merchants Association, Women's Civic League of Baltimore, Baltimore Hire Power, and MRI Studios Inc.
